Dekortage writes "The US Bureau of Land Management, overwhelmed by applications for large-scale solar energy plants, has declared a two-year freeze on applications for new projects until it completes an extensive environmental impact study. The study will produce 'a single set of environmental criteria to weigh future solar proposals, which will ultimately speed the application process.' The freeze means that current applications will continue to be processed — plants producing enough electricity for 20 million average American homes — but no new applications will be accepted until the study is complete. Solar power companies are worried that this will harm the industry just as it is poised for explosive growth. Some note that gas and oil projects are booming in the southwestern states most favorable to solar development. Another threat looming over the solar industry is that federal tax credits must be renewed in Congress, else they will expire this year."

Ben Rothke writes "While Terminal Chaos should be shelved in the current events or business section of a bookstore, it could also be placed in the modern crime section. After reading it, one gets the impression that the state of air traffic today could only come due to criminal neglect or mischief. If one looks at pictures of airline flights from the 1960s, you will see well-dressed passengers enjoying their flight. In 2008, barely a day goes by without an incident of air rage, from irate passengers in the terminal, to those in the air causing flights to be diverted. I Don't Believe in Imaginary Property writes "Members of this community may want to venture out of the basement more often, because Dr. Harald Dobnig and his team have found that vitamin D deficiency leads to increased mortality. These results still hold when they take into account such factors as exercise and heart disease. Low vitamin D status has 'other significant negative effects in terms of incidence of cancer, stroke, sudden cardiac death and death of heart failure,' Dr. Dobnig said. The evidence of ill effects from low vitamin D 'is just becoming overwhelming at this point.' Vitamin D3 is usually produced by exposure to the UV-B in sunlight, but in high latitudes, especially in the fall and winter, insufficient UV-B gets through the atmosphere to produce enough vitamin D3, even with hours of exposure. The researchers are recommending that people at risk for deficiency take 800 IU of vitamin D3 daily. Just don't go overboard — as a fat-soluble vitamin, D3 is more capable of causing adverse effects at unnaturally high dosages. The human body tops out at producing about 10,000 IU per day." According to the Wikipedia entry linked above, the D2 (ergocalciferol) version -- available as a vegan product -- works approximately as well to supply humans with their needed vitamin D.

The New Yorker features a review of the life and work of R. Buckminster Fuller, on the occasion of a retrospective exhibition in New York 25 years after his death. Fuller was a deeply strange man. He documented his life so thoroughly (in the "Dymaxion Chronofile," which had grown to over 200K pages by his death) that biographers have had trouble putting their fingers on what, exactly, Fuller's contribution to civilization had been. The review quotes Stewart Brand's resignation from the cult of the Fuller Dome (in 1994): "Domes leaked, always. The angles between the facets could never be sealed successfully. If you gave up and tried to shingle the whole damn thing — dangerous process, ugly result — the nearly horizontal shingles on top still took in water. The inside was basically one big room, impossible to subdivide, with too much space wasted up high. The shape made it a whispering gallery that broadcast private sounds to everyone." From the article: "Fuller's schemes often had the hallucinatory quality associated with science fiction (or mental hospitals). It concerned him not in the least that things had always been done a certain way in the past... He was a material determinist who believed in radical autonomy, an individualist who extolled mass production, and an environmentalist who wanted to dome over the Arctic. In the end, Fuller's greatest accomplishment may consist not in any particular idea or artifact but in the whole unlikely experiment that was Guinea Pig B [which is how Fuller referred to himself]."

Anonymous Coward Maximus writes with some interesting (and disheartening) bits found in recent EULAs from SUSE: "Apparently the Beta came/comes with an interesting EULA discussed in this Plan�te B�ranger article that just makes me think where is this whole Novell/Microsoft ridiculousness going to end? One quote from the EULA to whet your appetite: 'The Software may contain an automatic disabling mechanism that prevents its use after a certain period of time, so You should back up Your system and take other measures to prevent any loss of files or data.' Hmmm... Here is the full Beta 3 EULA for you to dissect. Note that the final release has a different EULA that doesn't look that scary, but still mentions things like 'You acquire only a license to use the Software' and such." Personally, I find the "Benchmark Testing" section (under GENERAL TERMS in the final release's EULA) to be pretty irksome.

Hugh Pickens writes "For years, data center designers have toiled in obscurity in the engine rooms of the digital economy, amid the racks of servers and storage devices that power everything from online videos to corporate e-mail systems but now people with the skills to design, build and run a data center that does not endanger the power grid are suddenly in demand. 'The data center energy problem is growing fast, and it has an economic importance that far outweighs the electricity use,' said Jonathan G. Koomey of Stanford University. 'So that explains why these data center people, who haven't gotten a lot of glory in their careers, are in the spotlight now.' The pace of the data center build-up is the result of the surging use of servers, which in the United States rose to 11.8 million in 2007, from 2.6 million a decade earlier. 'For years and years, the attitude was just buy it, install it and don't worry about it,' says Vernon Turner, an analyst for IDC. 'That led to all sorts of inefficiencies. bLanark writes "Some time ago, most electronics were soldered with old-fashioned lead solder, which has been tried and tested for decades. In 2006, the EU banned lead in solder, and so most manufacturers switched to a lead-free solder. Most made the switch in advance, I guess due to shelf-life of products and ironing out problems working with the new material. Lead is added to solder as it melts at low temperature, but also, it prevents the solder from growing 'whiskers' — crystalline limbs of metal. The effect of whiskers on soldered equipment would include random short-circuits and strange RF-effects. Whiskers can grow fairly quickly and become quite long. Robert Cringley wrote this up this some time ago, but it seems that the world has not been taking notice. I guess cars (probably around 30 processors in a modern car) and almost every appliance would be liable to fail sooner than expected due to tin whiskers. Note that accelerated life-expectancy tests can't simulate the passing of time for whiskers to grow. I've googled, and there is plenty of research into the effects of tin whiskers. I should point out that the Wikipedia page linked to above states that tin whisker problems 'are negligible in modern alloys,' but can we trust Wikipedia? So: was the tin whisker problem overhyped, was it an initial problem that has been solved in the few years since lead-free solder came into use, or is it affecting anyone already?"

iamlucky13 writes "Over 17 years ago, the Ulysses spacecraft was launched aboard the space shuttle Discovery for a unique NASA/ESA mission. While nearly all other probes travel along our solar system's ecliptic plane, Ulysses used a Jupiter gravity assist to swing 80 degrees out of plane, carrying it over the sun's poles for an unprecedented view. During a mission that lasted four times longer than planned, it has flown through the tails of several comets, helped pinpoint distant gamma-ray bursts, and provided data on the sun and its heliosphere from the better part of two solar cycles. Unfortunately, the natural reduction of power from its radioisotope thermal generator means it is now unable to even keep its attitude control fuel from freezing, and NASA has decided to formally conclude the mission on July 1."

superglaze writes in to note that according to Nokia's software chief, its plans for open source include getting developers to accept things like DRM, commercial IP rights, and SIM locks. "Jaaksi admitted that concepts like these 'go against the open-source philosophy,' but said they were necessary components of the current mobile industry. 'Why do we need closed vehicles? We do,' he said. 'Some of these things harm the industry but they're here [as things stand]. These are touchy, emotional issues, but this dialogue is very much needed. As an industry, we plan to use open-source technologies, but we are not yet ready to play by the rules; but this needs to work the other way round too.'"

Ross writes "Of all the content management systems (CMSs) from which a Web developer can choose for creating a new Web site, Joomla is generally considered to be one of the top choices -- partly because an experienced developer can create an attractive site faster with Joomla than with the majority of other CMSs. However, Joomla's online documentation leaves much to be desired, as is true for most if not all CMSs. Intermediate and especially new developers need a clear and comprehensive resource that can explain the terminology, customization, administrative panel, and other aspects of Joomla.
